The American Legion Oratorical Scholarship Program is " A Constitutional Speech Contest" open to junior and serior high students. First round winners will receive $1,500 scholarships with the final national 1st place winner receiving $18,000. The oration is on some aspect of the Constitution with emphasis on the dutes and obligations of citizenship.
